EBGBA Annual Civil Rights Luncheon: Meet Our Panelists
Julia A. Gomez, Senior Staff Attorney with the ACLU of Southern California’s First Amendment and Democracy Project. Julia has extensive experience litigating federal and California voting-rights cases, including challenges involving minority representation and the California Voting Rights Act.
Andrea St. Julian, EBGBA Life Member and past president, appellate attorney and co-founder of The Justice Workshop and San Diegans for Justice. Andrea's work focuses on civil rights, government accountability, and structural reforms designed to make local government more representative and responsive.
Professor Thad Kousser, Professor of Political Science at UC San Diego. Prof. Kousser is a leading scholar of elections, voting reforms, election administration, and public trust in the electoral process.
Through a moderated discussion, the panel will explain how the Voting Rights Act has evolved, what Louisiana v. Callais means for voting-rights litigation and redistricting, what research tells us about participation and trust in elections, and what legal and institutional tools remain available to protect fair representation.
